Ever since 1847, when Brigham Young stated, "This is the place," Salt Lake City, like metropolitan areas everywhere, has been plagued by the problems of urbanization. Over the years, wastewater treatment and disposal was accomplished in the most expedient way possible, and by the early 1970s, Salt Lake County had a proliferation of small wastewater treatment facilities discharging inadequately treated effluent to the Jordan River. Following passage of the Federal Water Pollution Control Act Amendments (PL 92-500) in 1972, regional planning efforts were undertaken to find solutions to the water pollution problem.
