Disposal of sewage and industrial wastes from San Jose and vicinity to the tidewaters of southeast San Francisco Bay has been a problem for at least 30 years. There is a high concentration of fruit canning industries in the area, and the waste assimilative capacity of that portion of the bay is limited. These factors combined cause seasonal gross pollution of the waters with hydrogen sulfide production and a resultant widespread odor nuisance.
